Democrats, Republicans position healthcare fees differently

WASHINGTON – Under the healthcare plan upheld by the Supreme Court, those who don’t buy health insurance must pay a fine. But is that a tax or a freeloader penalty?
It depends who you ask.
Senate Minority Leader Mitch McConnell tipped the GOP’s hand when, after being asked three times by Chris Wallace what the GOP would do about the 30 million uninsured, said “that is not the issue.”
McConnell also threw Romney under the bus as to whether, if it’s a tax nationally, it must be a tax in Massachusetts: “I think Gov Romney will have to speak for himself on what was done in Massachusetts,” he told Wallace on Fox News Channel on Sunday.
While the Republicans portray it as President Obama breaking a pledge to not raise taxes, the Democrats position it as a penalty, not a tax.
