Watered down welfare reform
A 1996 welfare reform law, approved by Congress and signed by President Clinton, imposes a work requirement on welfare recipients that cannot be weakened or waived. Yet, the Obama administration claims it has the authority to define what constitutes “work” in a manner that virtually eliminates the requirement.
In a legal memorandum, the Heritage Foundation, a conservative thinktank, suggests that it violates President Obama’s constitutional obligation to “take care that the laws be faithfully executed.”
