The NewYork Times reports that by late this summer, the State Department plans to send dozens of additional diplomatic security agents to high-threat embassies, install millions of dollars of advanced fire-survival gear and surveillance cameras in those posts and improve training for employees headed to the riskiest missions.

The price tag’s reached $1.4 billion to meet the most urgent needs, including additional personnel. Diplomats and lawmakers say it will take years and billions more dollars to fully carry out the changes called for by the independent review panel that investigated the Benghazi attacks.

MILITARY DOCTOR DEFENDS FORCE FEEDING OF GITMO HUNGER STRIKERS

A military physician who oversees a team of nurses force-feeding hunger-striking prisoners at the Guantanamo Bay detention facility has dismissed ethical concerns raised by human rights groups and medical organisations about the procedure, saying the medical community was motivated to speak out about the practice for political reasons. OBAMA’S THURSDAY SPEECH IS ONE YOU’LL WANT TO WATCH

President Obama is scheduled to give a speech at the National Defense Institute Thursday that’s well worth listening to. That’s because, the Washington Post reports, the president is expected to discuss his failed promise (the administration blames Congress for this) to close the Guantanamo Bay detention facility. He’s also expected to address other counter-terrorism measures he’s overseeing, some of which are controversial. Including drone attacks.

It’s not known if he’ll say anything about the Justice Department’s seizing of AP reporter’s [phone records to figure out who leaked information about the thwarting of a new and improved underwear bombing plot.

REPORT: RETRIBUTION FOR BENGHAZI MAY BE NEAR

CNN reports that the U.S. military has updated plans to “capture or kill” alleged perpetrators of the Benghazi attacks. Officials emphasized that military planning has been underway since the immediate aftermath of the armed assault.

CNN said the story is the result of several days of reporting. It wasn’t offered to CNN by officials as part of any coordinated effort to reach out to the media, the network says.

One part of the plan calls for potentially putting U.S. military personnel on the ground inside Libya, if ordered by President Obama. The military has a list of several targets, some inside Benghazi and others in outlying areas, individuals and groups.
